Spammer with different accounts

I see many threads like these:

All the threads are being deleted within a minute, but can the IP not be banned, it is very annoying.

They are being IP banned AFAIk, but well you know proxies, TOR and countless other IP hiding methods?
I wouldn't classify as annoying though, something that I would classify as annoying are these two users spamming scraped news : https://bitcointalk.org/index.php?action=profile;u=156259;sa=showPosts and https://bitcointalk.org/index.php?action=profile;u=345754
under less than a minute(with a signature). As seen on: https://bitcointalk.org/index.php?topic=1254124.0;topicseen
At any rate those accounts are nuked and threads deleted in under 10(ok maybe 20) seconds last I checked, they are being moderated via a bot.

Noticed the same thing days ago, I saw this spammy topic reposted at least 10 times by 10 different users, i remember their names was ~similar and the topic got removed so fast. First time he used the same title, last time I saw it he changed the title and the section too from bitcoin discussion to mining tho.
No life...

Edit: about the spammy Chinese dunno why horserider didn't get any action toward them since he seems connecting here?

I want to know if "Global moderator" can see our IP address, right upper corner of our post and have a privilege to ban a user depending what sh*t he/she had done within the forum?

IP address is only available to the Admins, although global moderators can perma-ban(only, temp-bans go to BadBear/theymos, BB mostly for consideration)
