What do you really need? Adapt an existing website for mobiles? Entire HTML/CSS adapt or a separate content just for mobile? PHP?

.mobi is a domain. They have rules that require mobile-friendly web sites on there. The whole concept was from the days when a WAP browser that gave you a fake version of the web was all you expected on your Nokia. Ipad 3 users don't need a mobile version of the web, unless your original site design sucks (like this forum...).

Yet 1990's HTML still works fine on every device:
