Or can it be done only by global moderators?

As a patroller I'm unable to do so. However, I have that option in the section that I moderate. In other words, one has to be the moderator of the section or a global moderator to do that.

No, off-topic has more than just spam threads and even those are fine as long as you dont post the majority of your posts there.

From what I see I assume that this is BadBears stance, yes.

Personally I don't see the need or want to berate people for their style of posting. If it bothers you that much just put them on ignore.

The only time I'd see it as a problem would be if the same user was clogging up the forum with loads & loads of low quality threads. You wouldn't need to bother reporting it then any way because a mod would ban them.

Seriously who cares if somebody tries to earn more in a signature campaign by doing the odd shitty post.
