Doesn't this warrant an explanation? Considering identifying owners of BTC addresses is extremely difficult, I would venture to say 10 BTC reward is too little.

I counted 130 BTC addresses.

@ 10 BTC each at the current exchange rate that is a bounty of over $15,000 USD.

I'm also curious to know why this information is so valuable.

It is only difficulty for almost everyone, and he only needs one person to positively identify them.

I don't think that is the intention of the bounty, I view it is 10 BTC for information, not multiplied by each address that is found.

That's the way I read it. One 10 BTC bounty for any ONE address. The first one to guess the owner of just one address wins the bounty.

Here's my guess: They all belong to BitPay and he/they are testing the anonymity of a system. I offer up no proof because none was requested. The goal may be to prove to their clients that they have a system in place to protect any financial disclosures.

explanation is not available at this time.

ANY of the addresses that can be identified will win the bounty.  if you can tie it to an exchange or mining pool deposit/withdrawal, that will be a starting point.

Most of them only have small amounts, coupled with having only a couple transactions. Something's afoot!

This one is interesting: http://blockchain.info/address/1NoDPxUcXwTzYaxNjPjdRKGDicMAcEMn1T

1NoDPxUcXwTzYaxNjPjdRKGDicMAcEMn1T may belong to Satoshi Dice.

All those addresses belong to a cluster controled by the owner of that one address. That's the person of interest Bit-pay wants to find out.
Not bad, 45K BTC since Oct. 25 with a final balance of 25K BTC.

BTW: The address is also listed on the 410 Richest addresses list: https://bitcointalk.org/index.php?topic=92423.0
