German law has a minimum sentence of half a year to up to 15 years (which equals in germany to a life sentence) depending on what kind of rape (not sure how to phrase it in english)

Since they have destroyed their passports and other documents, the age can't be verified. For example, now in Sweden, more than 90% of the violent rapes are being committed by "minors".

I've read the girl was really tall for her age, and looking older than she was. So the guy probably said he just made a mistake and this explains why he got such a small sentence.
