I can sell you a month subscription to my personal VPN.
I rent my own VPS located on the US and maintain a 256-AES OpenVPN server with no logs whatsoever.
The VPS is on a 100 Mbit line.

I've heard quite good things about IPredator, https://www.ipredator.se/.
This site was "pushed" by TPB for some time and are anonymous (no logging or what so ever).
