That would be the best idea since the amount of times I've been scammed recently is ridiculous or I'm stupid.

Is it just me or what because I got an error "504 connection timeout" when I visit the website/link. Huh
I'm pretty sure no one will be interested to do this if the funds are not escrowed.

Life sucks.

None of the so-called "experts" will be interested in your offer if the funds is yet to be escrowed.

As saattd above, unless your funds are escrowed you are not likely to get the developer you want, even if they are qualified to work with you. Provide proof you are a trustworthy investor or business, or at the very least provide an escrow. 

Signatures? How about learning a skill... I don't care either way. Everybody has to make a living somehow.

Escrow will be provided immediately after a qualified candidate is found.
We will be sending funds through a mixing service and losing 3% by moving
money without having the right candidate is not something that should be done.
