Selling a limited (not permanently) PayPal account with $1000 on it!

My PayPal ghost account got limited and has little over a thousand dollars in it. They ask me to add a bank account which I don't have.
Anyways, to make a long story short. I'm looking to sell this account for about $500.
That basically means you get $500 for the trouble of adding a bank account to it.

I Will accept either Bitcoin or Skrill for this.

The account wasn't used for anything illegal and wasn't hacked. It was my account.

This 99% probably a scam scheme, no one want to lose $500 that easily. This is totally does not makes sense.
And someone need to mark this user  with something red to warn poor people in this digital section and keep clean from any scam attemp.

smells fishy they hold the funds on limited paypal accounts for 180 days and isnt this also illegal?
