Indeed this is necessary. What do they get in return. Investors are also businessmen they expect return of investment.

I remember there is a thread which also asked for funding but the project was cancelled.

Investors will only invest if they see a future for your idea.
The procedure would be
A business plan
- Project details
- A spreadsheet of cost
- Future income
- Don't forget to include some background information about yourself.
- If you have conduct a research to the targetted audiance and/or competitors, include that too.

Also think about this:
The more money you need, the better your presentation should be. Better ----> more detailed
