Let us quote on locked topics

Right now if a person locks a topic, you can no longer quote any of their posts on that topic.

It would be nice if the check for posting rights came AFTER the quote feature.

There is already a way to do that, just takes a bit of time. Tell me a post you want to quote.

You can copy a post you want to quote from a locked topic and create a new topic with the quote. Also you have to use quote tags. BTW, tell me if you want to quote something and I'll do it for you for free.

Yes, I know how to edit to create a linkable quote.  It's just a bit of work.
