pool question and an idea

I know that normally you run a pool on a VPS, but is it possible to run a small pool on a 30 mbps connection witch a stactic public ip? How many users could such a "mini pool" have?


Idea/Suggestion

Having only a few big pools might be risky, so my idea is to create a mesh network of Big, medium and mini pools. The mini-pools would connect to the medium pools, and the medium pools to the big pools. If one or more of the big pools goes offline for some reason a number of medium pools would connect to form a "virtual big pool".
