I have $190 in paypal, escrow service would be great, or I prefer localbitcoins.com

You will have a hard time in striking a deal for your $190 Paypal funds for BTC's.
Paypal is reversible and I know you know that very well and even if you get an escrow, escrows can't help as well to stop you from reversing the Paypal funds that you will use to pay.

yes way to go as you are not gonna find anyone here who will exchange BTC for paypal actully no one gonna accept paypal from you even you will be lucky if you find someone doing small trades for paypal for 5$ or 10$ at a time so local bitcoins is the way to go
