As I understand it, it is just another way to count. Luke-Jr (a developer) and some others find it useful in programming, too, and believe it a more rational and flexible system compared to what's conventionally used. IIRC, it's based on the idea that it's much more easy and accurate to cut something into say, eighths, by cutting it in half, then cutting the halves in half, then the quarters in half - than it would be to just try guesstimating 8 identical cuts going right-to-left. (I don't remember how it relates, though, tbh)
The idea of a tonal numbering system ultimately isn't tied to Bitcoin, but it is a scheme used by some clients, usually ones touched by Luke-Jr. "Tone Numbers" are used elsewhere by people unrelated to Bitcoin, and is not a system necessarily related to Bitcoin, nor is it really relevant for Bitcoin users to learn tonal numbering systems -- I haven't, and I don't think my Bitcoin experience has been any lesser. Luke doesn't shove it on anyone, merely offers it as an option, and he contributes to the code of beneficial software, so most people don't bother him about it unless they're interested in really understanding the ideas behind it. (not to say he doesn't get bothered about it a lot. Actually, I bothered him in IRC about it when I first heard saw the page on the Wiki, because it didn't make any damned sense to me, either)

I believe that Luke-Jr (a hater) has in fact chosen to develop bitcoin specifically to promote tonal numbering through bitcoin.
While on the one hand, tonal numbering actually makes more sense than decimal numbering, it makes for weird numbers when intermingled with decimal numbering.
It was fun to see Luke consider selling shares in BFL gear in Tonal.

I don't like the way people are inventing these names for decimal amounts of Bitcoins really, seems pretty dishonest, like the Bit-mill thing, I see advertisers using it regularly to try and entice people who don't know better to give away there addresses, most people when they look at this are going to think they're actually getting a million bitcoins until they look at the balance in their wallet and realise they only have 0.0001 or something daft like that.
I never thought I'd gain such an appreciation for basic arithmetic, I know how Jon Stewart felt when Biden started talking numbers in his campaign speeches LOL, hey advertisers, I'll give you a bitcoin-mill to rent out some of your ad space if you like trololololololllol, oh wait it's only 0.0001 so that's a good deal for me!

We're not the ones inventing names for decimal units. If it weren't for inflation ruining everything, you would know that the word "mill" is already used to describe a thousandth part of a currency unit. And anyone who doesn't know this but is even vaguely familiar with the metric system will figure it out in about two seconds. Only a complete moron would confuse "mill" with "million".
