It's a pretty big pain in the ass the first time you learn it... (this assumes you aren't already registered on OTC)

1) Get GPG.
->If you have Windows:
Download GPG4Win, and generate a new key (ctrl+n). Skip to step three.

(2)
If you have Linux:
Code:

$ gpg --gen-key

When it asks for a keysize, choose the biggest one.

(3)

If you have Linux:
Code:

$ gpg --list-keys --keyid-format long
pub 4096R/<key id here> 2012-05-05
$ gpg --send-keys --keyserver pgp.mit.edu <key id here>
$ gpg --send-keys --keyserver subset.pool.sks-keyservers.net <key id here>

The key id should be 16 hexadecimal digits.

If you have Windows:
Right-click the new key and click "Export to key server," enter "pgp.mit.edu" for the URL.

(4) Go on #bitcoin-otc through http://webchat.freenode.net

(5) Talk to gribble (query him on IRC while in #bitcoin-otc):
Code:

;;register <your username> <key id>

(6) Gribble will now give you a long string.  It looks like "freenode:#bitcoin-otc:bf5421807229cb867e710b91155d42ad2f166aa3db28f699de7b2536".

If you have Linux:

Code:

$ gpg --clearsign

Type password
Paste string
Press enter, then control-D
Paste the part that starts with "-----BEGIN PGP SIGNED MESSAGE-----" into pastebin
Click "RAW," next to "DOWNLOAD" in the top, under "BY: A GUEST."
Give the link to the raw file to gribble:

Code:

;;verify http://pastebin.com/raw.php?i=<something>

If you have Windows:

Use the command line, you should be able to do the same thing as above.  However, in place of gpg --clearsign, type "echo gpg --clearsign > gpg.out", then upload the contents of gpg.out to pastebin.

(6) You need a rating before you can give a rating.

(7) If you want to give me, or anyone else, a rating:
Code:

;;auth <your username>

Clearsign the message and upload to pastebin.
Code:

;;verify <yet another pastebin link>
;;rate bdk_kluge 10 he is awesome and stole inau's tutorial

While nice of the poster above me he missed the key part of your post namely the user you want to rate has no rating therefore you cannot rate him at all. As well for any future deals make sure the person idents before any transactions so you know you are dealing with the person who controls the key that is rated.

Edit: And make sure to register your nick with freenode so no one can impersonate you.

Yeah OTC doesn't do much good if you don't validate ratings.  No that doesn't just mean look up a rating either.  You need to strongly authenticate (via ident command) that the person you are speaking with has that rating.  Anyone can "say" they are anyone else (usually someone with a high rating).  Unless you ident the user and validate the rating, OTC provides no protection.

I'm not on OTC yet, but the other person is. They weren't at the time they convinced me to send first because "since you don't yet have a rating, and I do." Unfortunately, I couldn't figure out where to even find the site at the time, so I just sent it. It turned out that they had no rating there. They ripped off my 33 BTC and stopped responding entirely. POS.

Hey!

I'm sorry for your loss. I think I lost about 10 coins to him as well from BTCJam. I should have rated him sooner; may have saved you from this loss :-(. I just wrote a rating for him, though.
