I'm sorry to hear you got scammed by someone in Argentina. I'd like to help if I can. Let me know exactly how he scammed you and the proof you have.
I doubt you will ever get your money back, but at least you can screw his life up. If you have real proof you can have a lawyer here make a "denuncia" (denouncement) on your behalf. That's a big deal here. A "fiscal" (district attorney) will be obligated to investigate and you will get an official case file. All denuncias have to be resolved. Either it will be closed for lack of evidence, or they will prosecute the guy.
The justice system is really slow here, but at least you can fuck with his life if that's what he deserves. Maybe after you write up the denuncia and you have official representation here in Argentina you can use it as a threat to get your money back. If he doesn't return the funds, then you present it formally.
