Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

I recommend either Bitcoin Armory or Electrum for Windows 10. Armory is a full node software (it actually uses Bitcoin Core for that) so it takes up a ton of space for the blockchain but is also very secure. Electrum is an SPV wallet so it does not need to download the blockchain. It is also fairly secure.

For Android, I recommend that you use Mycelium or Bitcoin Wallet for Android.

For desktop wallet i suggest using Electrum, they have also the app for android.
Another one for android that does it job is Mycelium and you can link it with few hardware wallets.

Latest electrum build gives 1/52 detection warning on virustotal.. Probably means nothing, but it kept me from installing electrum on a new pc.

Multibit or armory are also good options and they show up clean on virustotal as well.

with PC i recommend to use Armory as full client or Electrum if you want to avoid blockchain DL
for android you can try Xapo, Mycelium or GreenAddress.

check the wallets listed at bitcoin.org

The best one in my opinion is Multibit HD. Offer high security. A negative point is that you can not import private keys because of security reasons.
