The reason why I instituted the rule in currency exchange is because that category is very specific. The same can not be said of goods/services. If I was selling alpaca socks and coffee, putting them into one topic would result in:
Selling socks and coffee
Apart from the weird combination of items, it sort of works, but isn't scaleable. (what if I was selling a few more items, like what TheButterZone does?)

A better solution Badbear thought of would be to limit bumps to once per day, per user. That way people can have as many sales topics as they want, but also limits the number of topics each user can have show up on a regular basis.
This is true, but what happens when people start splitting up topics, just for more visibility (and possibly more posts)?
The above examples may be easily accommodated in 1 thread
I don't see why the gambling tips cannot be in 1 thread and have to be split up based on sports.
What if a person starts separate threads for selling different accounts - hero accounts, senior members, full members etc.? This would limit visibility of other threads...
