Looking though the exchanges, I noticed that many exchanges seem to prefer multi Bitcoin transactions. Is there scope for smaller local trades? Maybe in the range of 0.1 to 1.0. It seems that quite a lot of members here would like smaller transactions.

yes but why face to face, you can do those small transaction here on the forum, with a good escrow, i don't see the reason for face to face unless you want cash directly

I'm thinking of buying Bitcoins for cash. I don't need to sell any.

This community is large so you may find some local guy near you willing to sell some coins or if you don't find than localbitcoins can be option to search some local traders. Face to face transaction is securest but for small amount using escrow will be enough.

If you want to buy from cash then maybe Western Union might be of help, you will also be anonymous. But i doubt any traders here are conformable with it or even consider it a safe payment method (requires id's etc for verification) and particularly for such small amounts.

Look at the exchange trades. Lots of them are for tiny amounts. Waiting for a transfer to go through can be a grind depending on what country you're in.

Face to face with cash usually attracts a vast premium. You could look into ATMs. There might be one near you. Keep an eye on the premiums for those too though, some can be pretty brutal.

It should not be very hard to make a face to face buy. Both people get their cell phones with wallet installed, meet at a certain place, Bitcoins are sent, once you receive, you pay the cash (or vice-versa) and that's all.

I find it more appealing than escrow, which I do not fully understand.
