Well just follow the instruction's posted by Joel_Jantsen here or ☞ go to localbitcoins.com, make use of the search box to search for a seller's nearer to your location.

You can choose to pay online or pay in cash by meeting with the person in public place's.
However, i do suggest you buying online because when purchase online the bitcoins will be held in escrow (NOT AVAILABLE TO THE SELLER) the seller only need to release coins after receiving payment.

This is for the safety of both party (the seller & buyer)

Well BTC is $455.14 right now according to coindesk.. So yes that price is accurate..
Yeah exactly. If you are getting that kind of rate today, then you would be getting ripped off. Bitcoin is dropping a lot.
