There have been quite heated discussions with the 1billion powerball lottery. I am in China. Is there anyway that I could try my luck?

As far as I know you need to be an American citizen to be able to participate and claim your prize. Only chance would be to find someone you trust enough with 1 billion dollar to buy and claim your ticket. EDIT: It appears my assumption was wrong. You are allowed to buy and cash tickets as non us citizen. But you still need to buy a physical ticket or trust an online service to buy you your ticket.

Thanks for the tips. Is there anyway I could register my records/lottery numbers on the blockchain?

Send me enough bitcoins for the tickets that you want and the postage to mail you the tickets. Then let me know what numbers you want.
I'll buy the tickets and get them in the mail before the drawing happens (that way I can't possibly be tempted to keep them if you win).
If you lose, you can just throw the tickets in the trash. If you win the jackpot, you can afford to fly yourself back here to the U.S. to claim your prize.
If you only win $4 or $7 or $100, then you'll need to decide what you want to do with the tickets.

I'd take DH up on this if you're really interested, and it's a solid offer. I'm not sure there's another way to get in on this, and you're likely to get scammed if you're not smart. And also, to state the obvious, you're probably not going to win the jackpot anyway.

That's the old-fashion way and I could possibly get scammed, no offense. But that is still acceptable. Could you add my skype: gzreddragon?

I think there must be a way.

Is there any reason, why you would only want to participate in the Powerball lottery? I know it has a massive jackpot, but you could settle for one of the smaller lottery on one of the Bitcoin gambling sites. Just check in the gambling section.
There is even some kind of lottery on some of the faucet sites, for example freebitco.in where you could win up to 3 BTC weekly. The odds of winning one of these are more in your favor than winning the Powerball.

Do you need to physically hold the tickets in order to win? Is there a way to order some tickets digitally? So as I understand Europeans can buy these Powerball tickets too?

AFAIK, btc gambling sites could be "rigged" and faucets are for beginners.

I've found a website that seems to have a good track record paying out high lottery wins (up to 6.5 million, several million dollar prizes): thelotter.com
They have representatives in several countries that buy the physical lottery tickets and send you a scanned copy of the ticket.
The only problem there is ofcourse that they don't accept bitcoin, so unless you have a bitcoin credit card your option may be limited. Atleast, with all the lottery scams out there, I wouldn't trust a young bitcoin accepting website at the moment.

think finding someone in the states that you trust and promise them a chunk for buying them is the best way. Again would have to be someone you trust

Even your best friend may turn his back on you for 1.4 billion usd.. That amount is so vast and incomprehensible that you don't know what your friend or you would do. You could draw up a contract or something, but it would be a long way to go before you may see any money. And you risk losing a friend over this. The send by mail option is probably the safest, if you trust that person enough to not copy the ticket and claim it before you get a chance to contact the lottery.

Sorry, fell asleep last night before you sent your response. It was after 11pm here. I don't have Skype. I can do email, PM here at bitcoin talk, Google Hangout, or Apple Facetime. I think we have about 40 hours before the drawing, but it would be best if we could get this worked out today (in the next 16 hours or so). I'll be offline for the next hour-and-a-half while I get ready for work and head into the office. I'll check back here when I get there.

Do you buy these Powerball tickets only in convenience stores in the USA? I heard this is running not in all states and you have to drive to a state where it is legit to purchase a ticket.

There's a guy in gambling section inviting people to buy Powerball tickets with bitcoin but A. I don't trust them and B. I don't think I have the slightest chance of winning anything.
If you don't own the ticket you don't get the winnings, period!, if you won i.e. So make sure if you do pay someone to get it for you, they hand over the ticket to you.

No fee. I'm happy to help. Just cover the cost of the ticket and the cost of the shipping. However, I sleep at night and I have responsibilities at my job during the day, so I'll be limited in the time available to make this happen. We'll need to coordinate pretty quickly to get it done before tomorrow nights drawing. I heard this is running not in all states and you have to drive to a state where it is legit to purchase a ticket.
Powerball is available in 44 of the 50 states. The following six states do not participate in Powerball: Alabama, Alaska, Hawaii, Mississippi, Nevada and Utah Additionally, Powerball is available in Puerto Rico, the U.S. Virgin Islands, and the District of Columbia.
