There is other payment methods which are reversible as-well like (Neteller , Skrill , Payoneer etc ....) however It doesn't mean that you need to be paranoid and don't trade with those methods at all .
You just have to use your brain and don't trade with Newbies- Junir members etc ... Try to trade with Senior members and above and check always their trust rating and of course use escrow (In case none of you want to go first) .

As far as I know you can buy/sell bitcoins for cash all around the world.Localbitcoins has a list of traders selling them face to face.This is also sort of an exchange but more casual and not anonymous at all.

You can also try to find some who is selling Bitcoins in your local area and buy with cash.

This is false and is depending on the case,not everything will be solved like how it was done with your's.However when the subject of bitcoins with PayPal comes then more or less you lose the btc.The OP has nothing to fear of before he pulls the charge back scam.

There are different places you can buy bitcoin from people. Last year on seals with clubs, I remember people trading their Bitcoin for "Green Dot" cards. I think they are cards you can get USD load onto, and send the code to the bitcoin seller. Although, if you are new to Bitcoin I wouldn't recommended dealing with someone you know. There are many shady and bad people in bitcoin that would love to rip you off. Always be careful.

for me buy bitcoin in exchange is pretty safe than outside exchange but choose only trust exchange who people has recommendations here

the persons who tell not to use exchanges are itself the scammers, you can go through localbitcoins, or other exchanges also but dont keep your bitcoins on their wallet for long , when you want to sell, just deposit and sell it off until then you can keep them in your wallet.  You can try to do trading with Persons in personal also but always take care as they can also scam like they can cheat you or steal from you after you meet them.

so be care full with every thing.

Paypal is the most scammers uses it as the transaction can be reversed any time, other way also you can use it or get the payment direct in your bank.

have you try to found another bitcoin user on your town or country who sell bitcoin person to person?if you do not do that,you must try,i think the best way to buy bitcoin beside exchange is buy to local bitcoin trader,in my country there was some people who buy and sell bitcoin person to person,its safe if you trust them and they have good reputation for trade bitcoin personally.
