Yes. itBit is a finacial license company and they are required by law to ask you such things.

Normally, all the exchangers must have a financial license but most of them are out of law, including BTC China, Kraken, Bitstamp, Okcoin and many others.

This is normal, and I think most other exchanges will do it too. If they operate in the US, then they are required by federal law to abide by the AML and KYC laws which require SSNs.
