Hello, first of all it depends on you how much you want to pay(satoshi) per minute and how much traffic that is users you are expecting that claims. It depends on that. Also you need good ads to get revenue and good design.
But faucets are used by newbies only as they are simply dust and non profitable way to earn. Anyways best of luck

you can create a faucet from faucetbox's "faucet in a box" which is free, you only need to edit some line in the code and upload it to your hosting provider. the budget needed is depends on the traffic you can get but .05btc starting isn't bad for it

If you have enough adds on there, you might get away with a very low amount at the beginning.

Especially if you limit the payout to have a minimum of 10k satoshi before able to request the payment, it will take a couple of days before the first requests start.

Not sure how profitable it is nowadays to run a faucet, there is too much competition.

You don't need much budget to start a bitcoin faucet. You only need few bucks if you don't have bigger plans
You can get a .xyz domain from namecheap for $1.18 and hosting for only $0.4 per month. Script and template can be obtained for free from faucetbox

my first story about faucet , i use free domain on freenom.com, $9 namecheap hosting and fill only 0.01 btc to my balance on my faucetbox. I am very lucky can be accepted ini Bitmedia and Adverti advertisement site. Earning around 0.01-0.03 btc/day only with that 2 advertising site , at first if you can get unique traffic and good design your script, you can be accepted too and both of bitmedia and adverti pay more than other advertising site on CPM rate, and don't forget about mellow ads too...
