As far as Bitcoin goes, I find Kraken and Bitstamp to be one of the better exchanges. There is also Bitfinex and Btc-e which have also listed some altcoins. Don't join shitty flyby exchanges that might disappear out of nothing with your coins.

I heard there was BitoEX, that is serious, too, if you want to trade Taiwan dollars.
Just in case anyone feels like trading NTD, of course  Grin

Safe exchanges should have majority of coins in cold storage, regular audits and is well established. The exchange that I prefer most is bitstamp and kraken, both of which had audits for their proof of reserves.

So far, I have used Bittrex, Yobit and Cryptsy, but after this cryptsy scene, I guess there ain't any ^safe^ exchanges available...
Either you will get one hacked or down one day, so whichever you use, you must remember one rule, and that is, "never ever put your coins on such exchanges after purchasing/selling them for Bitcoins..."

I feel Bittrex is still good though, but not safest...

OP, you have over 100 posts but have you done any reading here?  There are multiple topics devoted to this.  I would think it depends on what country you're in.  I'm with Peonminer--Coinbase and Circle are both good to buy btc on.  If you're into trading altcoins, Yobit's not bad.  Coinbase doesn't like gamblers and doesn't cut you any slack before closing your account, so be careful.

I see bittrex as quite trustworthy and easy to operate (links from wallets to markets etc) but have heard a lot of good press about poloniex, so I would check those two to see what you like best.

I like to purchase through local bitcoin so I can meet up with the person.

I also use paypal only to buy if the rate is good and they go first/ trusted

I use several trading platforms. Only choose top platforms for safety.

https://site-guides.com/tag/cryptocurrency-exchange/

The above link has a list of top cryptocurrency exchanges. Research these top websites and choose the one you need. I use Bittrex and Poloniex for alt coin trading. I am also using Bitfinex to buy IOTA, as IOTA can only be bought at Bitfinex. When I need to withdraw fiat, I use Quadrigacx for Canadian dollars. So there is probably no single exchange that can meet all my requirement.

There are several ways to purchase cryptocurrencies, depending on your country/region.
Preposter already suggested a few and I would add green trusted members here in Bitcointalkforum, ask also on local boards, there are several meetings of Bicoiners, Bitpanda and ATM for example in Austria, Switzerland and Poland.
But I wouldn't recommend Bittrex as safe exchanger. They set withdraw minimum to zero without warning and freeze funds. I would call that theft and the opposite of a secure exchanger, if they didn't refund their customers without ID verification.

the easiest and fast way is definitely coinbase, is not the fairest in terms of price and fees but it has a really easy to use interface and most important a really fast ID validation, instead with the other like kraken and so on you should wait not less than 1-2 weeks to get your account verified in order to deposit and withdraw
