Hi, I'm looking to purchase $35 Bitcoin via PayPal. I'm fine with paying 10 - 15% rate for this transaction.

Let me know if you're able to do this, thank you.
There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

I appreciate the offer, however that's almost a 50% rate. I can't do that, I would rather just use VirWox at a 19% rate instead.

PayPal conversion rate is worse plus they deduct 5% fee.I will get amount equal to 26 $ in my local currency if I withdraw to my bank

If youre asking bitcoin with absurd fee rates, anyone can easily just go take the time and do cash deposit.

And do a in person transaction, which most of time I do because the absurd fees and reversible method.
