You will refund then it is not refundable,what is exactly do you mean by this wording please kindly state your
true service fee and do you offer a refund or not,many paypal users who got their account block will find this interesting

$15 is the non refundable fee for stuff I need to for.

out of 37 orders I got last week 32 are successful. Make sure your limited PayPal acc says you can withdraw if not contact their help desk.
