Still haven't received any reply from admin èven though I messaged to new admin cyrus. When I will get my old account back so that I will be able to clear my friends dues here asap easily.

Note : I will shut this account down immediately after I got my old 2 back.

Does Cyrus recover accounts?
Even when Badbear was active, account recovery was primarily done by Theymos...

Well. it is up to him that he do or dont. but being an administrator now I think he can do anything what an admin can do.
what do you think the administrator tag just a tag gifted him by theymos but actually he still have no access in these functions.?

Unless something has changed while I was absent we are allowed to leave positive ratings if we disagree with the last negative ratings on someones account. I think it should be used carefully to avoid arguments on trust profiles, but I see no such problem in your case.
