SupaDupa's Pro Guide to Litecoin Stratum Mining (Windows) *UPDATED December 31th 2012*:

ProTip: Stratum replaces the now obsolete getworks with a much more efficient push/pull/poll. Stratum introduces the new Pay on Target mining algorythm which involves mining extremely high difficulty shares for an attempt at much larger reward payouts but is not available on Notroll Pool as it is a strictly PPS Pool.
  
1. Download CGMiner 2.10.4 *Must be version 2.10.3 or higher to enable Stratum mining* @ http://ck.kolivas.org/apps/cgminer/cgminer-2.10.4-win32.zip
2. Sign Up to Notroll Pool @ http://notroll.in
3. Create a shortcut to CGMiner 2.10.4
4. Right click on your newly made CGMiner 2.10.4 shortcut and go to Properties under the target field go to the very end press spacebar and type in -o stratum+tcp://notroll.in:3333 yourusername.1 -p 12345 --scrypt --shaders numberofshadersyourcardshavehere -I intensityyouwanthere -g numberofgputhreadsyouwanthere
5. Click Ok on the shortcut
6. If all goes well you should now be mining Litecoins via Stratum Mining

Stratum has nothing to do with Pay On Target any more than it does for PPLNS or DGM or any other payout method a pool operator chooses to offer.Pay On Target is a new payout system developed by Ozcoin BTC pool with help from community members.
Looking at notroll I see PPS but nothing about PoT

Never once said Stratum had anything to do with Pay on Target mining and you can clearly see I said so in the ProTip , also notroll.in does support Pay on Target as many people were already mining extremely high difficulty shares last night and getting paid much larger rewards.

I also am pretty well certain that Pay on Target is enabled on Notroll as the shares that are being accepted are as high as 2032/3 on CGMiner...

you know how mining works right?
without shares > Difficulty no blocks are found
just because cgminer shows the difficulty of shares returned DOES NOT mean the pool has enabled Pay On Target payout system.

I didn't once say it did...

BUT when the the shares HAVE higher then average sized difficulty and every share is much much higher then the average and the pool is paying for larger difficulty shares and offers larger rewards for them. We can assume the pool infact DOES have Pay on Target enabled.

I didn't once say it did...

That method pays for all shares submitted Pay on Target I believe is the idea you only get paid for shares that reach or exceed the target set by the pool.
