So OP, not being familiar with Perfect Money, can you tell me if they allow chargebacks?  If so, you're scamming here and no one's going to fall for it. 

No one's going to give you this loan anyway.  You're a newb and that amount of money is huge.

Yeah he is a scammer, probably in Africa or SE Asia would be my guess.  Can't people in that area access exchanges?
