In America it is age of majority... between ages 18 and 21 depending on State laws. However, in a particular case, if there is a court trial in some way, the jury can decide differently. A jury could declare a 14-y-o to be an adult. In some cases they might be able to declare a 25-y-o still a child under his parents.

The French Government makes such things like the Children Rights Act in France. The French government is dictator in France. The American government can be overruled on almost everything by the 12-person jury that is correctly seated in court.

It's called "jury nullification," and law enforcement and the courts hate it so much that they try to prosecute people who inform juries about it in a big way. They hate it because they lose control once the jury realizes what it has the power to do.
