As the title suggests, would it be possible to use 1 crappy graphics card for monitor output (so that the OS doesn't appear laggy), while simultaneously using 1 high card for mining? Can the cards be a mix of Nvidia (crappy) and AMD (high)? Can drivers from both companies be installed at the same machine?

Should be possible, depends on the OS you're using though. Check out this thread http://www.tomshardware.co.uk/forum/290553-15-nvidia-computer#t2157029

Yes to all of your questions. Also you can just reduce the intensity settings on the mining program to reduce display lag.
