I don't have a sig campaign, and won't need one to tell you that anyone that will do this trade can expect a chargeback within 180 days.
Use Virwox, that's your best bet.

I've never used Virwox, I heard the rates are bad.
I'm not of those people that charges back on $4.00.
In fact, I've never charged back in my many years of being with PayPal.

This will not help for the trade because if the seller does a chargeback the escrows his balance on paypal will become negative.
So in this case the escrow would take a risk, instead of that the escrow should take away the risk for all party's.

And you really think I'd chargeback?
I'm not one of those scumbags who charges back and waits weeks for a few dollars.
Just need some BTC to pay back a loan. Otherwise I'd use paxful for horrible rates.

To avoid that anyone will be scammed with this, I suggest you to look at this site: https://wesellcrypto.com/
U can pay with paypal and they will give you bitcoins for it. But be aware that there is a small chanche that they are a scam, so use it at your own risk.
