Hi,

I can create simple software utilities like Yahoo! Messenger Tweaker (wich I'm the author of): www.softpedia.com/get/Internet/Chat/Other-Chat-Tools/Yahoo-Messenger-Tweaker.shtml or more advanced tools like some of my personal projects.
If anyone wants something like this done just ask me about it!

My expertise is in the Windows area but I can use/embed some web technologies like CSS/HTML/PHP in your project. I can also use your design (GUI in PSD/PNG format) and ideas.

You get to set the price and if I consider it fair we'll get to work on it.
The payment will be made either all at once or half before starting, half before I send you the software.
For payment options, I accept most of them but I prefer direct bank transfer, BTC or anything else that's well known, like PayPal.

I don't have to a plan to buy but just curious if you can create an application where I can run an application on stealth and it will open once the windows start or there is an application like this,exist in the market?

It can be done, but the effectiveness of such software depends on the protection systems/AVs that the target PC may have.
I cannot give you more info on this, I hope you understand
