No it is 399€ as you may have noticed there is a little just a litte price drifference between EU an US until TTIP comes.

But people are usually from countries where electricity is cheap, mostly Canada, USA and China. When you live in Europe, having them shipped to your door could be really costly. Germany is at the center of Europe, so even a local pickup is possible .
