First, you'll need a valid collateral (it will be hard for 1 BTC). What can you offer to your potential lenders ?

In simple words, show something which is worth more than 1 btc and has a resell value.Since you've a negative feedback I doubt anyone will give you this loan unless the collateral you know.If you don't have valid collateral I suggest you to lock this thread ,will save you from one for negative feedback.

Hello,
I need 1 BTC loan to pay my debt. What is the procedure?

The procedure would be to ask for a loan in a loanthread or open a new thread asking for a loan... If you post in an active loanthread, the procedure the lender would like to follow will most likely be posted in the initial post.
If you open your own thread, there isn't really a fixed procedure.

Like Erkallys said, you'll defenately need proper collateral, OR you'll need to take a loan from a friend you know in real life (chances of getting a loan without collateral will be pretty hard for you, with your current rank and trust rating)

You have to read this : https://bitcointalk.org/index.php?topic=577765.0
But 1 BTC is pretty hard to get honestly , even 0.1 BTC is hard unless you provide a real solid and valid collateral .
