Seems like according to the PMs quoted by Neotox the account isn't far away from Hero. If its potential activity is close to 480 then it shouldn't take you more than a few weeks of posting to get there. Neotox seems to have been trading accounts for quite some time, if OP wants to make a point he'd have to provide more proof.

I have offered him to give account with 490 potential activity but the problem is he has signed message for previous account he got, I am worried if I give him replacement he can claim the previous account also using the signed message I sent him. |

it's a pot senior account alright. but you only need to wait one week for it to reach hero potential.
it's not like you'll make 300+ posts under one week, right?
from what I read. it seems neotox gave you a 476 potential activity account (4 activity away from hero). and neotox did mention it but maybe the two of you were too hasty and didn't confirm with each other about the account.
