So, apparently I can't send something as small as 4 BTC right now without a 0.01 tx fee.  That's crazy!  Does anyone know about where the tx fee threshold is?

Bitcoin addresses contain a checksum, so it is very unlikely that mistyping an address will cause you to lose money.

Transaction fees are not based on the amount of BTC sent, except in the case of very small amounts to prevent transaction spam. If you received the bitcoins you are trying to send from a lot of small transactions you may need to pay a fee since that creates a larger amount of data for the network to handle. Also if you have very recently received the bitcoins you may have to pay a fee again to prevent spam.
