I did fill out the captchas, 'twas a long time ago though may have been some browser quirk that didn't count my participation.

I didn't come up with the payment model otherwise yes I would have put the Netherlands in the higher bracket (in fact most of Europe). It all comes down to advertisers, as you probably know, and target audiences. Advertisers pay more for traffic from certain countries and thus payments are reflected in that.
