is there a list of people with scammer tags and why they got such tags and any hope of removing them?

I don't think a list exists. Best way is to see is search it out useing the scanner keyword with the username.

If you want to see a list of scammers here, try https://bitcointalk.org/index.php?action=mlist;sa=search, and put 'scammer' as the position to search. Tick the ' Search by position' flag.
