Is there marked difference in mining performance with R9 280x and R9 280? Please help

Yes. 280x is about 15% higher than 280 in many mining operations. This includes X11, quark and Ethereum.

If you can afford the 7970, it is better to buy 7970 instead of 7950. 7970 is the same as 280x. 7950 is 280.
