On LBC there's plenty of reputable sellers that are selling Vanilla and GreenDot cards for super cheap.

How are they able to do this?

If even one of these got reversed I feel like it would show in their reputation for just one of them.

Anybody know how they are able to get away with selling them at these rates?

Are the same strategies being used for the eBay cards and how PayPal MyCash used to be?

How are they able to do this?
Just a guess: they get commission? On "normal" creditcards the seller can get hundreds of dollars for selling a card, as the credit card company hopes to earn from the customer later.
