Its better to find a trader who accepts credit card and continue your purchase of bitcoin. Most of the traders contacted through local bitcoins will accept it

Isn't the margin quite high on localbitcoins for credit cards? VISA electron is usually a very basic card with many limitations imposed by the issuer (such as you may have to call every time you wish to make an internet purchase, and you may not know it before you try to do so). Many ppl I know used ccex.io in past few days, no issues, fast and reliable and cheap, for some its instant for other wait few days, its prolly has to do with debit/electron bank card used

I think you can try localbitcoins where you can find sellers who accept payment from credit cards. If you can manage to send funds using your credit card then you can even use paypal but since paypal has given more weight to buyers (buyer can reverse transaction) many sellers won’t allow you to use paypal as payment option. Alternatively you can try cex.io (I have not tried it yet but seems a good option to trade with credit card).

Yes Visa electron is a debit card. Not a credit card. Visa itself sucks too. Get a MasterCard it is the best. I had so many damn troubles in the past because of the stupid Visa. Went to Mastercard 3 years ago, not a single problem had since then. Cex.io also looks to be trusted but i didn't like the deposit/withdraw fees tbh.
