I have heard that when you sent an BTC transaction something like 10 BTC for example, you can still chargeback the payment of the transaction dosent have at least 1 confirmations. So what i am telling it is possible to chargeback the payment if it has 0 confirmations? And how to do it? Thank you.
The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

You can't "chargeback" a Bitcoin transaction, ever.

There are ways you can double-spend a 0 confirmation transaction, most of these involve having a lot of mining power (such as the finney attack). There is no easy way to do this though. There is more info here:
