I have a comment on their official thread and it seems their is not much interest on the coin,it;s very hard to trust a newbie that offer an ipo without escrow or if you are going to invest only invest what you can afford to lose..

According to what you posted here it looks like a scam. Actually it was a pretty quick one. Sorry to say, but I think you can consider your 4 euros as "donation".

only invest what you can afford to lose it applies to anything that involves sending money, you can give negative trust to the guy and it will be valid, there will be a lot of people doing the same thing over again as many people still fall for it..

What we as community can do in fighting such scams as this?
Can we ban ICONs? How about no ico bitcointalk forum at all?
If you want to organize scam do it on your own web page, and deal with authorities.
Exchanges must do more about this question. They are actively involved in promoting of ico.

Its not about banning all ICO's , some developers & coins are completely legit & depend on the funds raised by the ICO to develop their product. If you are gonna send some anon guy on the internet your BTCs do some proper research first and weigh up the situation. For Sereneum i saw a noob dev, no escrow, hidden whois info website and when googling their 'team' absolutely no internet history for a single member. So pretty obvious scam im afraid.

There are a lot of crypto currency that succeed on ico,it's important to sustain the growth of the coin because it takes a lot of money time and effort to set up and sustain the success of the coin, you just need to research on who are the face or the peoples behind this projects
