Bittrex admins were contacted through their Slack channel, Richie was very kind and gave us some tips, but the last word was on Bill, so we contacted him at the end. He asked a few questions, no definitive response was given for now.
To have an idea of what Bittrex wants to see from VIP Tokens community, here is the standard email they send when a coin addition request is made:

Dev, could you please provide me some more information on the coin supply. In the OP there are 90M coins mentioned, I expect is a premine (mining should generate 50M, so it does not fit to the mentioned 90M).
44M were distributed via the airdrop, 1M goes for bounties etc. But what about the other 45M?
