Best VCC that can be loaded by BTC?

Can you guys please suggest which is the best VCC with least or no fee that can be loaded by BTC?
Basically I got debit card in PLN/INR but I need one card in USD using which I can buy credits on calling app called dingtone.
I do not want to pay currency conversion charges to bank(s) that's why I am looking to get & load this VCC using BTC and buy credit(s).

Verifying myself would not be a problem. I am not having issues with anonymity or something.

I think Bit-x provides VCCs to people? If they do, they have a good enough reputation (especially around the forum) to be trusted with any funds.

Try e-coin.io, I have used their VCC and it's cool and working. They have a service thread here at bitcointalk, check it out.

i never tried the bitcoin debit card before, but my friends told me that he was made  a vcc on neteller and loaded by Bitcoin, minimal deposite was  $ 30 if iam not wrong, but after reading this thread and someone mentioned the e-coin i think i will go with it due to low deposite it just took $ 3

WageCan is super expensive. They are charging 0.06 BTC for a VCC.

I tried advcash before and I confirm that  they are trustworthy, their site is even older than e-coin AFAIK and a lot of exchange sites deal with them.
I did not try spectrocoin yet but their site sounds legit and it is the cheapest vcc that I have seen
