im not in crossfire or anything.
is it normal for my second card not to run at 99% load?

look in your task manger and see if its starving fro cpu,  and if you stop running the first card does you 2end card go to 100%?

Yes, If i stop my first GPU the second will go up to 100%... My cpu is not starving, it only tops out at about 20%.

Are the two cards linked via crossfire?

I have 4 cards in my rig. The first two cards are crossfire linked and they tend to be in the 92-95% range while the other two cards are always at 98-99%.

No they are not in crossfire
