https://blockchain.info/tx/38d463b328ba1a69c8b3f9901994f52d742ae93fed8f7163c4c1905e81fdf4ae Only 0.0001 BTC used as a fee for 1037 bytes

From what I've seen since last night, the network is under attack and the only way to make transactions go through is to go with high fees and 60 Satoshi per byte would be ideal one so:
Fee needed for first transaction: 0.00531480 BTC
Fee needed for second transaction: 0.00062220 BTC

Nothing is wrong on your side, but from the faucet that sent the amount (they should have used better fee). Worst case scenario it gets cancelled and goes back to their account and best case, it gets confirmed after few days.
I see the transaction id have large transaction but just use lower fee. I've get this problem too i need 3 days to get confirmed. I guess for the OP just wait for a few days
