He might be unknown about escrow. Have you told him about escrow ?
If he ignores using then there is a subject of suspicion but that still won't make him a scammer until he scams someone

He scammed me yesterday via deal of itunes gift card.

Please prepare a valid scam accusation report with every proofs possible. Just saying him a scammer won't make him scammer
