What is the question again ? You do know right Blockchain and Blockchain.info are two different things.You can use blockchain.info's API to implement simple send receive transactions with simple few lines of code.There you go :
https://blockchain.info/api Read through the documentation ,its quite easy.

Which is your preferred language of choice for development ?Java ? Php ? Also what are you trying to achieve.I can't understand what you are trying to say by "API " not active .Its active ,you just need to include a few lines of your code in header files to include the API.If you have read the documentation,its quite easy.I can assist you with the code if you clearly tell me what are you trying to develop.

The new wallet is still in Beta version and as they have mentioned.The new wallet is not yet enabled with the API access,the code won't simply work because no access is being granted for parsing the data .Try using the script with the old wallet.It should work.

That's it.People want a lot if things for free. But expertise cost money. if you don't have the knowledge and google can't help you out.
make sure to make an agreement with a reliable developer.
